I’m
trying to find out what are the laws, rules, regulations for a
foreigner to buy a property or a house with red book in Vietnam.
Anybody’s done it before and would be kind enough to help me to find the
answer?

laws as of 2015..you can buy in new estates,but not old residences.
More details you need to ask a lawyer,as foreign ownership rules
changed.

rules doesn't allow yourself as a foreigner to own a property
(land/house/apartment) in Vietnam under your name registration. You are
only legally allowed to own it within 50 years + extending ability.

can rent for 50 years because the word "BUY" mean forever and ever with
no time limit: you own it forever. In VN, they let you rent, as in
borrow, like a land loan: but they call it "Buying." But it is not
buying. It is not real buying. It does not have enough ownership rights.

have been in negotiations with the government and various councils for
close to 3 years. The land our project will be built on in Vung Tau is
leased for 50 years. We will never own the land.
There are various stories and information out there. I suggest you find a reputable lawyer and the most important thing, $$$$$$$ to help you through the process.

should the Vietnamese people, nationals, citizens, those born in
Vietnam, whom live legally and everything in Vietnam, then be allowed to
own land and to have enough, as in sufficient, as in adequate, as in
natural, organic, land ownership rights, to a high enough extent apart
from too many regulations, restrictions, laws, rules, limits, loop
holes, tax requirements, zoning requirements, and so on and so forth in
regards to how long land can be rented and/or "OWNED" in quotation marks
and everything? That is the question. It is a question about land and
about who may own the land, be it individuals, cities, states, nations,
the federal government, the state government, the province, and so on.
Some might say the government owns the land. Some might say all the
citizens of the place owns the land together. Some seem not to believe
in individual private property rights and ownership in an absolute and
eternal level and extent.
