I am not sure in what century of human history you are living in but have you ever heard about child protection policies and laws? In my humble opinion, every child makes mistakes and learns from those. To bind up a 12 year old girl
outside the supermarket with a sign around her neck calling her thief is not acceptable under any circumstances and the people who committed this crime should be brought to justice.

If you spare the rod, you spoil the child. People must discipline children. They were trying to discipline the shoplifter. You want to find ways to press morality into people. If there are no consequences, then people will continue to do the crimes: they have less incentive to adjust
